One would think that Europeans would understand, better than most, that declarations of neutrality are no defense against being attacked.
In the 1930s, the Belgian King decided that he could protect his country from German invasion by adopting strict neutrality, refusing even to cooperate with France for defense planning. This refusal seriously undercut the French war plan, and only helped ensure Belgium's rapid defeat.
